Job Introduction
We’re recruiting for a Head of Regulation in our Public Policy team. It’s a role focusing on managing and developing regulatory policy activities of the BBC, under the direction of the Controller, Regulation supporting regulatory policy development, with real impact and the opportunity to influence senior level decision making. This is a permanent opportunity and can be based in any of our main Hubs with regular travel to London.
Our team is the guardian of the BBC’s understanding of its regulatory and public policy environment. It manages the BBC’s relationship with key external stakeholders and leads the development of public policy positions. The Policy team forms part of BBC Group Corporate Affairs and sits right at the heart of the BBC. The Policy team provides high level policy support to key BBC projects and supports the development of the BBC’s policies and strategies, to promote the BBC’s interests at a time of rapid change in technology, consumer behaviour and regulation.
Main Responsibilities
As Head of Regulation – reporting to the Controller, Regulation – you’ll contribute to the managing of the BBC’s regulatory policy activities. This will involve overseeing analysis and policy development, providing insight, direction and quality control; advocating for the BBC, including liaising with Ofcom, other regulatory bodies and other stakeholders; and helping to ensure compliance with the BBC’s regulatory framework. You will be involved in development of any potential changes to the regulatory framework. You will draft – or oversee the drafting of – regulatory responses and submissions; contribute to major projects; and monitor developments in communications sector regulation.
Are you the right candidate?
You will have senior-level experience gained in a regulatory, policy or strategic role, in a regulatory authority, a major company (preferably in a regulated sector, ideally in media or communications), or a government department. This will be a challenging role so we’re looking for someone who can find solutions to complex issues and situations, offering the right balance of creativity and pragmatism, with the confidence and resilience to challenge assumptions. Strong analytical and quantitative skills are important, and a good knowledge of economics, finance and / or public law is desirable.
Demonstrable experience of working effectively with Government departments or regulatory authorities across a range of policy and regulatory issues will be key in this role, as will your depth of experience of advising at Board-level on a range of public policy matters. An effective communicator, you’ll have strong interpersonal skills combined with experience of establishing effective relationships and of working with a range of internal and external stakeholders, including those at the most senior levels. Further, you’ll have experience of leading and motivating project teams of policy/regulatory/competition specialists or economists.
