FilmFixer and Apply4 are on a mission to make filming and events easier to arrange. We are the UK’s leading film service provider and the world’s leading provider of cloud-based film and event permitting software, FilmApp and EventApp.
FilmFixer handles location bookings for around 8,000 shoots a year. These include feature films such as “The Batman”, “Fast & Furious 9” and “No Time to Die”. We also handle permits for TV dramas such as “The Crown”, “Ted Lasso”, and “Top Boy”. Furthermore, we work with music promos – artists include Stormzy, Little Mix and Skrillex – and commercials for brands such as Adidas and Vogue.
We are usually the first phone call a location manager makes when a production gets greenlit. We work with the productions to secure locations, issuing permits for Council-owned and private properties. We monitor filming activity and collect data to identify and foster best practices for the filming industry.
About the role
The Film Officer (FO) is a key member of the North and East Film Office team. The FO is responsible for overseeing and delivering film services across assigned London Boroughs, acting as the main day-to-day point of contact for filming enquiries and applications within their borough portfolio.
The FO manages multiple outer and smaller borough contracts, ensuring filming activity is facilitated efficiently, professionally and in line with agreed service standards.
Alongside managing their own boroughs, the FO provides support to Film Service Managers (FSMs) on larger or more complex filming activity across the wider team portfolio.
Basic objectives of the post
- Manage film service contracts for outer London Borough clients, ensuring delivery to contractual commitments and building strong relationships with stakeholders.
- Facilitate filming activity within the borough portfolio by liaising with filmmakers.
- Work effectively with council departments and local authority stakeholders, understanding their respective priorities and considerations.
- Encourage growth in filming activity by providing an excellent and knowledgeable service and promoting suitable location options to the film industry.
Key responsibilities:
Managing the Film Service
- Manage and deliver FilmFixer’s service contracts for multiple outer London Boroughs.
- Serve as the primary contact for assigned boroughs for day-to-day filming matters.
- Ensure contractual commitments and service standards are consistently met.
- Lead on communication with borough departments, maintaining strong working relationships with Council officers and stakeholders.
- Liaise with the relevant FSM and/or Line Manager on complex or sensitive matters, where required.
- Identify opportunities to increase filming activity and income within assigned boroughs.
- Ensure compliance with borough-specific charge sheets, KPIs and operational requirements.
Delivery and filming operations
- Process filming enquiries and applications, ensuring a responsive and solution-focused service.
- Identify complex, high-impact or politically sensitive shoots and manage in liaison with the relevant FSM where appropriate.
- Ensure each borough/client is represented appropriately in location enquiries.
- Ensure site-specific filming guidelines are developed and reviewed.
- Conduct recces, site visits and set visits as required.
- Proactively identify and develop new filming locations within the borough portfolio.
- Maintain accurate records of filming activity, complaints and community engagement.
- Respond to emergency out-of-hours calls where required.
- Occasional weekend or evening work may be required to conduct set visits (Time off in lieu will be agreed in line with FilmFixer’s policy).
- Support FSMs with processing elements of large and extra-large applications as required, such as parking arrangements, cranes, traffic management, site visits, updating T&Cs, raising invoices and chasing payments prior to filming.
- Support and mentor less experienced team members where appropriate.
Community and stakeholder engagement
- Contribute to and maintain accurate stakeholder and contact lists within each borough.
Respond to complaints in accordance with the Complaints - Policy, escalating where appropriate.
- Manage the process of ensuring appropriate community engagement occurs for large-scale or potentially disruptive filming.
- Represent FilmFixer and its clients at film industry forums, liaison meetings and industry conferences as part of the team.
- Contribute to team knowledge sharing and service improvement initiatives.
- Assist other FilmFixer staff/teams during busy periods and annual leave where required.
Financial, reporting and administrative responsibilities
- Ensure customer-facing charges are up-to-date and in line with borough-specific rates.
- Maintain accurate invoicing and internal fees documentation.
- Provide accurate financial data and qualitative updates to support internal reporting and income monitoring.
- Maintain accurate data across systems, ensuring stakeholder contact lists and records are consistently updated.
Marketing and promotion
- Work closely with the Marketing Manager to develop marketing strategies including highlighting filming successes, promotional opportunities and “good news” stories.
- Support the Photographer and Locations Library Coordinator to expand boroughs’ location portfolios.
Ensure contract commitments for promotional activities are agreed and followed.
Social value
- Support FilmFixer’s social value commitments including Set Ready and The Generator Project.
- Identify productions suitable for social value engagement opportunities.
- Encourage productions to support training and employment initiatives.
- Conduct set visits to monitor placements and gather marketing content.

Essential criteria
- Proven experience of managing filming activity, or similar activity
- Strong knowledge of the film and television production process, particularly the Locations department role.
- Demonstrable experience of building and managing positive relationships with multiple stakeholders.
- Experience of managing time sensitive workloads during busy periods.
- Excellent communication skills.
