Job Purpose As part of our ambitious plans for culture, creativity and regeneration we are seeking to recruit a Film Office Manager to manage the implementation, development and delivery of the Rochdale Film Office.
The Film Office Manager will play a pivotal role in implementing, delivering and developing the new Rochdale Film Office. The post-holder will work under the direction of the Head of Culture and Placemaking and with colleagues across the RDA, Rochdale Borough Council, Greater Manchester Combined Authority and a multiplicity of Film, community and private sector partners to maximise the socio-economic opportunities that this new function provides. The ideal candidate will have significant experience of working in the Film Industry, a strong understanding of the challenges faced by the sector and excellent contacts across the industry. We are looking for someone that is energetic, organized and creative, a motivated, entrepreneurial self-starter that can confidently manage an exciting and varied workload incorporating multiple work streams. You will be a collaborator, committed to building effective working relationships with stakeholders and the film industry
Basic Objectives of the Post
Support the set up and operation of an effective and efficient Film Service for Production Companies applying to hire locations.
Work closely with other staff in the RDA and Rochdale Council to ensure the flow of information and support the Film Office’s day-to-day business activities and maximise income generation opportunities.
Key Tasks & Responsibilities
Act as the Culture and Placemaking Team’s lead officer for Film ensuring wider alignment with place priorities.
Establish and maintain effective relationships with key Council departments including establishing and maintaining relevant Service Level Agreements to ensure the smooth and efficient running of the Film Office and the successful delivery of film development activity.
Manage applications via FilmApp permitting software – including setting fees in line with established rate cards, issuing invoices, obtaining Health and Safety documentation along with relevant paperwork, managing security deposits, booking parking or security, issuing keys or codes, seeking answers from location owners and productions.
Answer enquiries (emails, phone calls and FilmApp) and respond to questions as required.
Create and maintain location database listings – including editing images and writing copy and tags.
Carry out location availability checks and offer alternative location solutions or dates where applicable attend set visits – inspecting activities being carried out are as agreed and taking appropriate action if not. Photographing the activities when required.
Work closely with colleagues in the RDA and Rochdale Council’s Marketing and Communication team Coordinate to ensure the Film Office and its activities are being promoted on appropriate channels.
Manage the process of ensuring appropriate community engagement occurs for all large-scale or potentially disruptive filming.
Effectively communicate information, project updates to team members and stakeholders in a timely and clear fashion and assist in the development of written reports. to facilitate effective decision making.
Assess & support implementation of professional filmmaking standards in line with best practice guidelines.
Create site specific guidelines. Ensuring guidelines are up-to-date and posted on FilmApp.
Manage an accurate list of contacts and stakeholders. Ensure that the correct notification lists in FilmApp are maintained.
Implement initiatives (such as clean air) when required.
Represent Rochdale at film industry forums, liaison meetings and industry conferences, as required.
Maximise opportunities for social value encouraging associated training, employment and education activities for Rochdale residents.
