Principal Purpose and Objectives
This section lists the main (headline) responsibilities/accountabilities of the job.
- To support the planning, development and delivery of Stirling’s events activity.
- The postholder will be expected to take lead responsibility, under the overall direction of the Culture and Events Manager, for further developing and building on Stirling’s events programme
- The postholder will support and co-ordinate partner activity and be responsible for liaising with external interests
- The postholder will project manage the development and delivery of specific areas of work as directed by the Culture & Events Manager
- The postholder will be responsible for managing specific project related budgets as directed by the Culture and Events Manager, this could include responsibility for managing income sourced through partner initiatives
- The postholder will be responsible for raising the profile of the region for film and screen, securing economic benefit for the city region, and supporting the development of the screen sector in the region.
- Working collaboratively with colleagues from across the Council and with a range of external stakeholders as part of a productive, creative and proactive team that works to maintain and develop the region as a destination for film locations.
Main Duties and Responsibilities

- Support the Culture and Events Manager to co-ordinate the delivery of a programme of events to promote the area as a destination for visitors and encourage local community participation
- Support the Culture and Events Manager on the delivery of key events actions as set out in the Tourism and Events Plan as well as the Cultural Strategy
- Assist in the development of the legacy projects and initiatives following the success of Stirling 900
- Assist in the promotion of the Stirling area as a location for events and film activity and maximise economic and other benefits arising from these actions
- Work with internal and external colleagues to ensure safe delivery of events and filming as appropriate
- Ensure keeping information on film location sites up to date online
- Promote Stirling and the region as a filming destination to the UK and international film industry, attracting, supporting and facilitating filming in Stirling.
- Ensure all events and filming enquiries are dealt with in a prompt, thorough and effective manner
- Provide informed on-the-ground Council representation during recces and filming in public places to support the management of filming in line with the Code of Practice for Filmmakers.
- Manage a database of locations across the city region
- Monitor, review and report on the impact of film, TV productions, screen and events for Stirling and the wider city region.
- regular benchmarking across UK local authorities to ensure best practice.
- Implement and review film policy and procedures across the Council to support and manage filming in the city and wider region
- Prepare regular communications and updates on film, screen and events in the city and wider region, keeping stakeholders and Elected Members appropriately updated.
- Liaise with the Council’s communications team on film, TV, cinema and screen activity in the city as required.
- Represent the Council at sector trade events and business groups within the UK and internationally if budget allows
- Any other duties that are commensurate with the grade and post.
Responsibility for Physical Assets, Data and Finance
This section details responsibility for physical assets, e.g. vehicles, buildings, stock control/procurement, data, e.g. computers, record keeping, finance e.g. budget holding/monitoring/cash handling.
- Plans own work, under the general direction of the Culture and Events Manager. This involves short, medium and long term planning. The post holder will be expected to react at short notice to opportunities as they arise
- The post operates within prescribed standing orders and financial regulations and the post holder will be expected to comply with these
- The post holder will lead on the Council’s response to film and TV productions, screen and cinema activities, coordinating support from across the Council as required.
- The post holder will have budgetary control over event delivery and will be involved in writing and securing external funding
Communications Skills
This section notes examples of the individuals or organisations with whom the post holder will come into regular contact, and explains the nature of the communication and level of skill required by the post holder.
Strong verbal and written communication skills are critical attributes to the post as it will be necessary for the individual to chair meetings, present to internal and external groups/stakeholders Internal: Liaising and co-ordinating with other Council services External: Liaising with event’s organisers, film production companies, sponsors, local businesses, communities and partner agencies .
Key external agencies that the postholder will be expected to develop ongoing liaison and a positive working relationship with include EventScotland, Screen Scotland, Creative Scotland, Scottish Enterprise, VisitScotland, other government agencies, local businesses, and Loch Lomond and the Trossachs National Park Authority.
Mental Skills
This section details the level of problem solving, analysis, creativity, forward planning/scheduling required.
- An ability to analyse data is necessary to undertake the following tasks:
- Working closely with stakeholder groups – internal and external.
- Delivery of operational plans to ensure timescales are met and projects remains on track, working towards a series of key milestones
- The post will demand the ability to not only organise and prioritise the post holder’s own workload but the flexibility to recognise and work around the priorities and workload of others in the immediate team.
Working Environment and Physical Effort
This section details the predominant physical environment of the job e.g. Indoor/outdoor working, hazardous conditions, plus any specific physical effort. Any need for out of hours working will be noted.
- The role is a mix of indoors and office based, but the postholder will need to attend indoor and outdoor events as part of the events programme, with the requirement to travel around the area with film production companies.
- The postholder may need to attend meetings on behalf of Stirling Council in various locations across Scotland.
